We’re changing the way we regulate the NDIS.

The NDIS Commission’s Regulatory Reform Roadmap shows activities undertaken to support the NDIS Commission’s reform priorities.

What has informed our reform roadmap?

Our regulatory reform roadmap is informed by our inquiries and consultation processes.

Consultations have guided policy development and helped us to consider how we can support the market with these changes. Insights from these consultations are here.


Mandatory registration for supported independent living (SIL)

Multiple reviews and inquiries have recommended strengthening regulation of supported independent living providers. This is to improve the quality and safety of these supports.

Mandatory registration is our first step in responding to these recommendations. It will help uplift quality and safety for participants who use supported independent living supports.

Supported independent living registration consultations to date include:

  • public consultation from November 2024 to March 2025
  • consultation with targeted members of the disability community until July 2025
  • state and territory consultations, as required under the NDIS Act when making changes to the NDIS Rules.

Mandatory registration for NDIS digital platforms

NDIS digital platforms (previously called platform providers) offer an innovative and flexible way to access NDIS supports and services. However multiple independent reviews and inquiries have recommended strengthening oversight of NDIS digital platform providers. This is to improve the quality and safety of supports for participants.

NDIS digital platform consultations to date include:

  • public and targeted consultations 
  • a series of industry forums between November 2024 and May 2025
  • state and territory consultations, as required under the NDIS Act when making changes to the NDIS Rules.

On 27 November 2024, the Minister for the NDIS held a virtual town hall meeting and Q&A session.
