Draft amendments to the National Disability Insurance Scheme (Provider Registration and Practice Standards) Rules 2018 (Provider Registration Rules)

The draft National Disability Insurance Scheme (Provider Registration and Practice Standards) Amendment (Mandatory Registration and Other Matters) Rules 2026 (Amending Rules) are anticipated to amend the National Disability Insurance Scheme (Provider Registration and Practice Standards) Rules 2018 (Provider Registration Rules). 

The draft amending rules propose to:

  • introduce mandatory registration and enhanced regulation for NDIS providers who deliver:
    • supported independent living (SIL), or
    • NDIS digital platform services (previously called platform providers)
  • introduce new NDIS Practice Standards for supported independent living
  • introduce new conditions on registration for NDIS digital platform providers
  • amend the conditions for notifying us about specific events and changes
  • introduce new requirements when there's a change of ownership.

The draft amendments propose to strengthen the NDIS registration framework for higher-risk supports and services.

Mandatory registration for supported independent living and platform providers

In December 2025 the Minister for the NDIS, Jenny McAllister announced that supported independent living (SIL) providers and platform providers must register with the NDIS Commission from 1 July 2026. Change of events and ownership requirements

The draft National Disability Insurance Scheme (Provider Registration and Practice Standards) Amendment (Mandatory Registration and Other Matters) Rules 2026 (Amending Rules) are anticipated to amend the existing requirements for notifying the NDIS Commission of certain events and changes. 

The following is a summary and based on the draft amendments to the Provider Registration Rules.

This change will apply to all registered NDIS providers. 

The amendments propose to: 

  • shorten the existing timeframes for providers to notify the NDIS Commission about certain events and changes
  • introduce stronger notification requirements when there's a change of ownership for 
    • a provider
    • a business operated by a provider 
  • introduce a new registration condition for change-of-ownership audits for certain providers.

The NDIS Commission is currently reviewing the NDIS Practice Standards. We have also developed new supported independent living (SIL) Practice Standards. Find out more about NDIS Practice Standards reform.


National Disability Insurance Scheme Amendment (Integrity and Safeguarding) Bill 2026

On the 1 April 2026 the National Disability Insurance Scheme Amendment (Integrity and Safeguarding) Bill 2026 was passed by Parliament.
