    a. involves unsupervised contact with NDIS participants, whether in a NDIS participant's home or elsewhere; and/or 

    b. involves you accessing or receiving a NDIS participant's personal or financial information. In this instance: 

    • 'contact' means face-to face contact, oral communication, written communication or electronic communication, where you are physically touching the participant, speaking with, or building a rapport with the participant 

    • ‘unsupervised’ means not requiring direct continuous supervision by a supervisor or senior colleague 

    • NDIS Participant means a participant within the meaning of section 9 of the NDIS Act 

    • NDIS Provider means a NDIS Provider within the meaning of section 9 of the NDIS Act, and 

    • Participant’s Plan means a plan within the meaning of section 9 of the NDIS Act 

    This banning order takes effect at 5:00PM AWST on 7 March 2026 for a period of three (3) years. The order operates across all states and territories of Australia. 

    In making the decision to make a banning order, the delegate of the Commissioner had regard to relevant criminal history, including that Jade Donovan had been convicted for stealing and drug-related offences.

    (b) making, preparing, submitting or assisting with any claim, invoice or request for payment to the NDIA in relation to any supports or services provider under a Participant’s Plan; 

    (c) engaging in activities that a member of the key personnel of a NDIS provider would undertake, to the extent that those activities relate to NDIS supports or services; 

    (d) engaging in activities that would be undertaken by a consultant for a NDIS provider, to the extent that those activities relate to NDIS supports or services; 

    (e) engaging in activities that would be undertaken by an auditor for a NDIS provider, to the extent that those activities relate to NDIS supports or services; and/or

    1. Providing or being involved or assisting in the provision, to any NDIS Participant, of any supports and/or services under a Participant’s Plan and which:
      1. involves contact with NDIS participants, whether in a NDIS participant's home or elsewhere, and/or
      2. involves Malcolm Esrom KYLE accessing or receiving a NDIS participant's personal or financial information.

    In this instance:

    • 'contact' means face-to-face contact, oral communication, written communication or electronic communication, where you are physically touching the participant, speaking with, or building a rapport with the participant
    • NDIS Participant means a participant within the meaning of section 9 of the NDIS Act
    • NDIS Provider means a NDIS Provider within the meaning of section 9 of the NDIS Act, and
    • Participant’s Plan means a plan within the meaning of section 9 of the NDIS Act. 

    The banning order takes effect on 2 March 2026 at 5:00PM and operates across all states and territories of Australia. 

    In making this banning order against Malcolm Esrom KYLE, the delegate of the Commissioner had regard to relevant criminal history including convictions for offences committed from 1992 to 2024. Convictions include for offences of ‘common assault’, ‘taking part in an unlawful assembly’, ‘rape’ and ‘breach of domestic violence order’.

The banning order prohibits/restricts Delta Ellen Brooks, from being engaged in the provision or management of NDIS supports and services or funding to people with disability in the National Disability Insurance Scheme (NDIS), including but not limited to:

    a) Delivering supports and services to NDIS funded participants;

    b) Engaging in activities that a member of the key personnel of a NDIS provider would undertake, to the extent that those activities relate to NDIS supports or services;

    c) Engaging in activities that would be undertaken by a consultant for a NDIS provider, to the extent that those activities relate to NDIS supports or services;

    d) Engaging in activities that would be undertaken by an auditor for a NDIS provider, to the extent that those activities relate to NDIS supports or services; and/or

    On 13 February 2026, a permanent banning order was made under section 73ZN(2)(a)(iii) of the National Disability Insurance Scheme Act 2013 (Cth) restricting and prohibiting Raymond Andrew Robert MANDERSON from engaging in the below specified activities permanently:

    • Delivering supports or services to NDIS funded participants.
    • Engaging in activities that a member of key personnel of a NDIS provider would undertake, to the extent that those activities relate to NDIS supports or services.
    • Engaging in activities that would be undertaken by a consultant for a NDIS provider, to the extent that those activities relate to NDIS supports or services.
    • Engaging in activities that would be undertaken by an auditor for a NDIS provider, to the extent that those activities relate to NDIS supports or services.
    • Engaging in activities in a non-service and non-support delivery role for a NDIS provider, to the extent that those activities have a direct effect on the provision of NDIS funded supports or services to people with disability in the NDIS.

    This banning order is permanent and takes effect on 27 February 2026 at 5.00pm AEST and operates across all States and Territories of Australia.

    On 20 February 2026, the banning order made on 27 August 2025 was varied under section 100 of the NDIS Act to prohibit Ms Christine Coop from engaging in the provision of NDIS supports and services to people with disability in the National Disability Insurance Scheme (NDIS), including: 

    a) Providing or being involved or assisting in the provision, to any NDIS Participant, of any support or supports under a Participant’s Plan; 

    b) Providing or being involved or assisting in the provision, to any NDIS Participant, of any service or services under a Participant’s Plan;

    c) Engaging in any work or providing or performing any service or services (whether paid or unpaid), for or on behalf of any NDIS Provider, which may occasion any personal contact between you and a NDIS Participant. 

    Further information: The banning order was made on the basis that a delegate of the Commissioner reasonably believes that Christine Coop contravened section 73V of the NDIS Act by, in connection with providing NDIS supports and services, “failing to provide supports and services in a safe and competent manner with care and skill”; and by “failing to take all reasonable steps to prevent and respond to all forms of violence against, and exploitation, neglect and abuse of people with disability.”, as required under section 6(1)(d) of the NDIS (Code of Conduct) Rules. 

    The variation of the banning order takes effect 5:00pm AEST on 25 February 2026 and was made as a result of an internal review decision upon request by Christine Coop’s legal representation.

    On 17 December 2024 a banning order was made under section 73ZN(2)(a)(iii) of the National Disability Insurance Scheme Act 2013. On 24 February 2026, this banning order was varied under section 73ZO (1) of the National Disability Insurance Scheme Act 2013. The banning order prohibits Ryan Nugara from being involved in the provision of supports or services to NDIS participants. The banning order variation permanently prohibits Ryan Nugara from being engaged in the following NDIS activities:

    1. Provide or be involved or assist in the provision, to any NDIS Participant, of any support or supports under a Participant’s Plan.

    2. Provide or be involved or assist in the provision, to any NDIS Participant, of any service or services under a Participant’s Plan.

    3. Engage in any work or provide or perform any service or services (whether paid or unpaid), for or on behalf of any NDIS Provider, which may occasion any personal contact between you and a NDIS Participant. 

    This variation takes effect at 5:00pm AEDT on 24 February 2026 permanently and operates across all States and Territories of Australia.

    2. engaging in any work or providing or performing any supports or services (whether paid or unpaid), for or on behalf of any NDIS Provider. 

    This banning order takes effect 5.00pm AWST on 21 February 2026 for a period of two years and operates across all States and Territories of Australia.

    Specifically, the order temporarily prohibits John McDonald from being engaged in the following NDIS activities: 

    a) Provide or be involved or assist in the provision, to any NDIS Participant, of any support or supports under a Participant’s Plan; 

    b) Provide or be involved or assist in the provision, to any NDIS participant, of any service or services under a Participant’s Plan.

    b) Engage in any work or provide or perform any support(s) or service(s) (Whether paid or unpaid), for or on behalf of any NDIS Provider.

    On 6 January 2026, a banning order was made under subparagraph 73ZN(2)(a)(i) of the National Disability Insurance Scheme Act 2013 prohibiting Vasiti Natutuvuli a.k.a. Korocawiri from providing supports and services to persons with disability in the National Disability Insurance Scheme (NDIS). Specifically, the order temporarily prohibits Vasiti Natutuvuli a.k.a. Korocawiri from being engaged in the following NDIS activities: 

    a) undertake, to the extent that those activities relate to NDIS supports or services; 

    b) engaging in activities that would be undertaken by a consultant for an NDIS provider, to the extent that those activities relate to NDIS supports or services; 

    c) engaging in activities that would be undertaken by an auditor for an NDIS provider, to the extent that those activities relate to NDIS supports or services; 

    d) engaging in activities in a non-service and non-support delivery role for an NDIS provider, the extent that those activities have a direct effect on the provision of NDIS funded supports or service to people with disability in the NDIS; 

    e) providing or being involved or assisting in the provision, to any NDIS participant, of any support or supports under a participant’s plan; 

    f) engaging in any work or providing or performing any service or services (whether paid or unpaid), for or on behalf of any NDIS provider, which may occasion any personal contact between them and an NDIS participant. 

    This order takes effect from 5.00pm AEDT on 8 January 2026 and operates for 5 years across all States and Territories of Australia.

    On 11 December 2025 a permanent banning order against Mitchell David DUNSTAN was issued under section 73ZN(2)(a)(i) of the National Disability Insurance Scheme Act 2013. The banning order prohibits Mitchell David DUNSTAN from providing disability supports and services in the NDIS market and with people with disability.

    Specifically, the order prohibits Mitchell David DUNSTAN from engaging in the following activities: 

    a. Provide or be involved or assist in the provision, to any NDIS Participant, of any support or supports under a Participant’s plan; 

    b. Provide or be involved or assist in the provision, to any NDIS participant, of any service or services under a Participant’s Plan; and 

    c. Making, preparing, submitting or assisting with any claim, invoice or request for payment to the NDIA in relation to any supports or services provided under a Participant’s Plan. 

    NDIS Participant means a participant within the meaning of s 9 of the NDIS Act; 

    NDIS Provider means an NDIS Provider within the meaning of s 9 of the NDIS Act; 

    Participant’s Plan means a plan within the meaning of s 9 of the NDIS Act. 

    This permanent banning order takes effect on 5 January 2026 at 5.00pm AEDT and operates across all States and Territories of Australia
