Compliance and enforcement actions search

On 23 February 2026 a banning order was made under sections 73ZN(2)(a)(ii) of the National Disability Insurance Scheme Act 2013 prohibiting Neeraj DUGGAL from engaging in the following NDIS activities:

(a) delivering, or being involved or assisting in the delivery of, supports or services to NDIS Participant; 

(b) making, preparing, submitting or assisting with any claim, invoice or request for payment to the NDIA in relation to any supports or services provider under a Participant’s Plan; 

(c) engaging in activities that a member of the key personnel of a NDIS provider would undertake, to the extent that those activities relate to NDIS supports or services; 

(d) engaging in activities that would be undertaken by a consultant for a NDIS provider, to the extent that those activities relate to NDIS supports or services; 

(e) engaging in activities that would be undertaken by an auditor for a NDIS provider, to the extent that those activities relate to NDIS supports or services; and/or 

(f) engaging in activities in a non-service and non-support delivery role for a NDIS provider, to the extent that those activities have a direct effect on the provision of NDIS funded supports or services to NDIS Participant. 

This banning order takes effect at 5.00pm AEDT on 6 March 2026 for a permanent period and operates across all States and Territories of Australia.

On 24 April 2025 a permanent banning order was made under section 73ZN(1)(b)(i) of the National Disability Insurance Scheme Act 2013. The banning order prohibits and restricts Duggal Services Pty Ltd from engaging in the provision or management of NDIS supports, services or funding to people with disability in the National Disability Insurance Scheme (NDIS), including but not limited to:

1. engaging in activities that would be undertaken by a NDIS provider including delivering supports and services, to the extent that those activities have a direct effect on the provision of NDIS funded supports or services to people with disability in the NDIS.
2. engaging in activities that would be undertaken by a consultant for a NDIS provider, to the extent that those activities relate to NDIS supports or services; and
3. engaging in activities that would be undertaken by an auditor for a NDIS provider, to the extent that those activities relate to NDIS supports or services.

The permanent banning order is effective from 5:00pm AEST on 21 May 2025, across all States and Territories of Australia.

On 24 April 2025, a notice of revocation of registration was issued to Duggal Services Pty Ltd trading as Healing Hands Complete Care under sections 73P(1)(a) of the National Disability Insurance Scheme Act 2013.
Duggal Services Pty Ltd trading as Healing Hands Complete Care can no longer operate as registered NDIS provider, including providing specialist behaviour support, specialist disability accommodation, plan management services, any class of support or service to a person whose NDIS plan is managed by the NDIA and implementing regulated restrictive practices.  

The revocation of Duggal Services Pty Ltd’s registration takes effect 5:00pm AEST on 21 May 2025 and operates across all States and Territories of Australia.

On 26 April 2023, a compliance notice was issued to Duggal Services Pty Ltd trading as Healing Hands Complete Care (Healing Hands) under section 73ZM of the National Disability Insurance Scheme Act 2013. The notice requires Healing Hands to take certain actions in relation to breaches of the National Disability Insurance Scheme (Provider Registration and Practice Standards) Rules 2018, specifically the standards relating to:
