Corporate reports

The NDIS Commission creates reports that define our strategic directions, track our work and provide information to the public.

Strategic plan

The NDIS Quality and Safeguards Commission strategic plan 2022–2027 sets out our vision, principles and purpose.

Strategic Roadmap 2025–27

Our Strategic Roadmap 2025–27 operationalises our Strategic Plan (2022–27), setting our priorities and direction based on the changing disability landscape and our growth as a regulator.

Together, our Statement of Intent and our Strategic Roadmap reinforce our role as

  • A formidable regulator: We are committed to holding providers and workers to account and will use all our statutory powers to do so.
  • Focused on human rights: We are proud to be a rights-based regulator – this is not a catchphrase, it is the foundation of our regulatory approach.
  • Delivering a sustainable future for the NDIS: We are committed to a sustainable, safe, and trusted NDIS. This includes shaping the market through our regulatory influence and ecosystem partnerships to ensure the NDIS continues to deliver because the Scheme is vital.

Our principles

As a contemporary, purpose-centred regulator we will:

  • Lead the way - we communicate, anticipate and proactively respond to have a positive impact for people with disability.
  • Build trust - we are transparent, confident and effective in protecting the rights and safeguards of people with disability.
  • Keep learning - we continuously invest in our development and build our knowledge to evolve and improve.
  • Bring insight - we use data, technology and collaborate to identify information patterns, act early and influence the National Disability Insurance Scheme.
  • Stay connected - we work as One Commission, as part of the National Disability Insurance Scheme to learn, influence and adapt for regulatory impact.

Our vision

People with disability achieve their aspirations.

Our purpose

To uphold the rights of NDIS participants, to elevate quality and safety and enable consumer independence.

The Statement focuses on the period until April 2028.

NDIS Commission Statement of Intent – This is a document that we provide in response to the Minister’s Statement of Expectations, which outlines how we intend to meet and demonstrate progress on those expectations.

Regulatory approach

The NDIS Quality and Safeguards Commission regulatory approach outlines how we use our regulatory capabilities and resources to ensure the quality and safety of services delivered to NDIS participants. It shows how our strategic framework and our regulatory focus, opportunities, intent and considerations leads to 3 regulatory approaches:

  • Our high intensity responses address urgent risks to participant rights and critical sector issues.
  • Our targeted campaigns avert potential risks to participants and address emerging sector issues.
  • Our regulatory activities provide ongoing sector regulation and oversight.

The APS Employee Census is an annual survey that collects information about workforce issues such as health and wellbeing, employee engagement, performance management and leadership.

Themes emerging from the NDIS Commission Census results, along with our 2025 Census Action Plan, will directly inform initiatives aimed at driving cultural improvement. These efforts are anchored in our Culture Roadmap—a cohesive framework designed to support long-term, systemic transformation of our workplace culture. The four key themes identified:

  • Leadership
  • Workload Management and WHS
  • Communication, Culture and Change
  • Diversity and Inclusion.

Regulatory burden insights report

The NDIS Commission continues to build productive relationships with all providers based on information sharing and learning. In workshops held in partnership with peak industry body NDS, NDIS providers were invited to discuss regulatory and compliance challenges they were experiencing, and opportunities for improvement in regulatory processes that don’t compromise participant safeguards, rights, and service quality.

Procurement and grants contracts

The Senate Order on departmental and agency contracts requires government agencies to regularly publish a list of contracts to the value of $100,000 or more that the agency has:

  • entered into during 1 July 2024 – 30 June 2025
  • started earlier than 1 July 2024 – 30 June 2025 but are not complete yet.

Most of the contracts listed have general confidentiality provisions noted. These provisions are designed to protect any parties confidential information that relates to the contract, for example:

  • ordinary commercial prudence to protect trade secrets or proprietary information
  • protection of other Commonwealth material and personal information.

The accountable authority of the NDIS Quality and Safeguards Commission has assured that the listed contracts do not contain any inappropriate confidentiality provisions.

In the context of the Senate Order, 'contract' has been defined as including Grants, which are listed separately.

The published contracts are for 2024–25 financial year.

NDIS Quality and Safeguards Commission information:

Cost of Compliance

The cost of complying with the Senate Order in relation to the current list for NDIS Quality and Safeguards Commission 'core' is approximately $875.93. This is based primarily on an estimate of staff hours spent at average hourly rates for data collection, liaison, analysis and management. General overhead costs are also included in this figure.
