    On 14 May 2026 a banning order was made under section 73ZN (2)(a)(iii) of the National Disability Insurance Scheme Act 2013 permanently prohibiting Terry John Ciciora from engaging in the following roles with any NDIS provider: 

    a. a key personnel role of a person or an entity; 

    b. a role for which the normal duties include the direct delivery of specified supports or specified services to a person with disability; or 

    c. a role for which the normal duties are likely to require more than incidental contact with a person with disability. 

    In this instance: 

    • ‘Key personnel’ has the same meaning as set out under section 11A of the NDIS Act 

    • ‘Specified supports’ has the same meaning as set out under section 5 of the National Disability Insurance Scheme (Practice Standards—Worker Screening) Rules 2018 

    • ‘Specified services’ has the same meaning as set out under section 5 of the National Disability Insurance Scheme (Practice Standards—Worker Screening) Rules 2018 

    • ‘More than incidental contact’ has the same meaning as section 6 of the National Disability Insurance Scheme (Practice Standards Worker Screening) Rules 2018 

    The banning order is effective from 5:00pm 19 May 2026 and operates across all states and territories of Australia. 

    In making this banning order, the delegate had regard to Terry John Ciciora’s criminal history.
