Compliance and enforcement actions

In accordance with sections 73P(1)(a) and 73P(1)(e) of the National Disability Insurance Scheme Act 2013, Step Free Living Pty Ltd can no longer operate as registered NDIS provider, including providing specialist behaviour support, specialist disability accommodation, plan management services, any class of support or service to a person whose NDIS plan is managed by the NDIA and implementing regulated restrictive practices. 

The revocation decision was made on the basis that a delegate of the Commissioner:

• Reasonably believes that Step Free Living Pty Ltd contravened section 73J of the NDIS Act by failing to notify the Commissioner of an event relating to the suitability of its key personnel in accordance with section 13A(1)(f) of the National Disability Insurance Scheme (Provider Registration and Practice Standards) Rules 2018, and
• Was no longer satisfied that key personnel of Step Free Living Pty Ltd were suitable to be involved in the provision of supports or services for which Step Free Living Pty Ltd is registered to provide. In forming this belief, the delegate had regard to the involvement of key personnel in:
  • NDIS providers under external administration and/or liquidation
  • NDISP Pty Ltd, an entity against which court action has been taken by the Australian Taxation Office, and
  • Contraventions of the NDIS Act.

The revocation takes effect from 5:00pm AEST on 8 August 2025, across all states and territories of Australia.
