Compliance and enforcement actions

On 25 June 2025 a banning order was made under 73ZN(2)(a)(iii) of the NDIS Act of the National Disability Insurance Scheme Act 2013. 

The banning order restricts Belinda Annette Insall from being involved in any role that provides NDIS supports or services that involve direct contact with NDIS participants, which in this instance means: 

• physically touching a person with disability; or
• having contact with NDIS funded participants; or
• building a rapport with NDIS funded participants as an ordinary part of the performance of normal duties whether face-to-face, or via oral communication, written communication, or electronic communication. 

The banning order takes effect on 4 July 2025 at 5:00pm AEST for a period of five (5) years and operates across all states and territories of Australia.
