About the reform
The NDIS Commission is an independent Australian Government regulator. We register and regulate NDIS providers. We also work with people with disability to improve the quality and safety of their NDIS supports and services.
The Government is changing the NDIS to make it better for everyone. To do this, we want to hear your thoughts and opinions on the changes we are making.
We will put participant voices at the centre and prioritise groups most affected by reform. Our language will be accessible, clear and straight forward, and you will be able to engage in a variety of different ways. We welcome your feedback on how we can do better.
The NDIS Commission’s Regulatory Reform Roadmap shows activities planned to support the Commission’s reform priorities until December 2025.

NDIS Act (Bill No. 2) quality and safeguard amendments. Submissions open to 20 December
The Disability Royal Commission’s Final Report highlighted the quality and safeguarding challenges that still exist for people with disability in the Australian community.
The Minister for the National Disability Insurance Scheme and Government Services the Hon. Bill Shorten MP has announced the second part of legislative reform for the NDIS Act. The proposed changes will significantly increase protections for NDIS participants and improve the quality and safety of supports for all participants.

The purpose of this consultation paper is to give you information on the proposed quality and safeguard legislative changes. We are proposing ten quality and safeguarding measures in three main areas:
- Changes to the penalty framework and introducing statutory requirements;
- Safeguarding measures; and
- Information gathering.
We invite your feedback on the proposed changes, including how we can help participants, providers and workers understand the new obligations and protections.

Platform Providers mandatory registration
Platform Providers have been identified as a priority group for mandatory registration with the NDIS Commission. The NDIS Commission’s Regulatory Reform Roadmap shows the activities we have planned to support Government reform priorities over the next 12 months. No changes or transition to mandatory registration will occur before 1 July 2025.
Platform Provider consultation will build on the significant engagement with participants, workers and Platform Providers that occurred as part of the NDIS Commission's Own Motion Inquiry into Platform Providers.

The purpose of this consultation paper is to seek community feedback about registering all Platform Providers with the NDIS Commission to deliver NDIS supports. We want to know about your thoughts on our approach to defining Platform Providers and ways to register Platform Providers that supports quality, safety, choice and innovation.
Have your say on Platform Providers mandatory registration. Submissions open to 7 March 2025
There are two ways that you can provide a submission:
- Option 1: Complete the online survey.
For NDIS Participants and workers, the online survey will also include the option to answer questions about your experiences with Platform Providers. The survey will help to ensure we understand and can preserve what NDIS Participants and workers value the most about their engagement with Platform Providers.
- Option 2: Email your written submission to consultation@ndiscommission.gov.au
From 2025, the NDIS Commission will also consult via:
- Focus groups with people with disabilities.
- The establishment of a Platform Provider industry group.
Supported independent living (SIL) and support coordination mandatory registration
The Minister for Government Services and the NDIS, the Hon Bill Shorten MP, announced on 16 September 2024 the registration of all platform providers, supported independent living (SIL) and support coordinators providers as a priority, to strengthen the quality and safety of supports.
The NDIS Commission’s Regulatory Reform Roadmap shows the activities we have planned to support Government reform priorities over the next 12 months. No changes or transition to mandatory registration will occur before 1 July 2025.
To progress mandatory registration of SIL and support coordination, the NDIS Commission is consulting on:
- Changes to registration requirements and arrangements
- Implementation and transition approaches
- Understanding practical implications for participants, their supporters and providers.
This work builds on previous engagement through:
- Recently undertaken consultations to inform the development of new NDIS Practice Standards for SIL
- The Own Motion Inquiry into Support Coordination and Plan Management, which identified quality and safeguarding improvements
- The Own Motion Inquiry into Aspects of Supported Accommodation, which highlighted the need for stronger oversight of SIL services.

The purpose of this consultation paper is to seek community feedback about the proposed approach to mandatory registration for all providers of supported independent living (SIL) and support coordination. We are seeking your feedback on our proposed options to implementing mandatory registration, and how we can manage the transition to these arrangements.

- Option 2: Make a written submission to consultations@ndiscommission.gov.au with your responses to the consultation questions.
From 2025, the NDIS Commission will also consult on these proposed changes via targeted consultations.
